Who We Are

Family Service Association (FSA) is one of the largest and most impactful human service nonprofit organizations serving residents of the Inland Empire. In 1953, the Junior League founded the Family Service Agency to provide counseling services in the City of Riverside. The agency remained dedicated to this single-service mission until the mid-1980’s when new leadership began the expansion of the scope of services and geographic area. Today, FSA serves over 20,000 individuals and families each year in the areas of: Behavioral Health, Child Development, Child Abuse Prevention, Community Centers, Senior Housing, Nutrition and Wellness. FSA’s mission is to address poverty, hunger, and health, from infancy to older adults, in families and under-served communities. We envision a day when Inland Empire communities have strong families without poverty, hunger, or health disparities. Our motto “Family Strength is Community Strength” is guided by the vision of building caring communities, strengthening families and improving lives. FSA has a proven track record of success. We are proud to have been recognized for our impactful work: •City of Moreno Valley Nonprofit of the Year 2024. •Press Enterprise Recognition for Addressing Poverty, Hunger, and Health 2022. •State Legislature Nonprofit of the Year 2022. •Greater Riverside Chambers of Commerce Nonprofit of the Year 2023.

Our centers offer affordable and accessible childcare for low-income families, enabling parents to pursue education and careers with peace of mind. We prioritize early childhood development with a well-rounded curriculum that emphasizes social-emotional, cognitive, and physical skills in a safe and stimulating environment. Senior Nutrition Services: FSA operates one of the largest senior nutrition programs in Riverside and San Bernardino Counties, serving over 800,000 nutritious meals annually to vulnerable elderly residents. For many seniors, these meals are their only social contact of the day, combating isolation and addressing food insecurity. FSA serves meals at 26 community gathering points in the Inland Empire and offers vital case management services, including nutrition education, assessments, and support to maintain independence. All meals are provided at no cost. Senior/Community Centers: FSA operates two Community Centers & two Senior Centers in the Inland Empire, serving low-income and socially isolated residents with a focal point of health and human services. These centers are the "hub" where people gather to socialize and participate in a variety of services in a safe, supportive environment close to home. At each of FSA’s Community Centers, there are a broad network of partners families are referred to, assisting them in meeting their basic needs. Families can access emergency food distribution, health care, and referrals to clothing and utility assistance. Behavioral Health Services: FSA offers high-quality behavioral health services to help children and families grow, develop and recover from difficult circumstances such as child abuse and marital conflict. Almost 100 young children and their non-offending parents receive no-cost professional care and treatment each year due to incidents of physical, sexual, or emotional abuse and neglect. By providing immediate and quality care for families who have experienced abuse and violence, victims have shown the ability to recover from various forms of trauma. FSA also provides Parenting Classes and Home Visits, for hundreds of families each year to help foster strong, healthy families. HOPE Child Abuse Prevention Council for Riverside County: The HOPE Collaborative is the designated Child Abuse Prevention Council (CAPC) for Riverside County; whose mission is to promote the safety of children and to prevent abuse and neglect in Riverside County. FSA facilitates the 17-member CAPC Board of Directors with representation of professionals from all types of agencies serving children and families, foster and birth parents and other volunteers, as well as representation from each Supervisorial District. HOPE also facilitates collaborative network meetings in seven locations throughout the county to assist community members to engage in community-based efforts to educate, advocate and prevent child abuse and neglect. Affordable Housing: FSA began providing affordable housing options for families in 1998 with the development and construction of Mission Villas Senior Housing. Mission Villas is a beautiful, 54-unit affordable housing complex in the City of Jurupa Valley.
